Overview
The original engineering-oriented OQG manuscript consolidates the radiative-damping, vacuum-polarizability, and uncertainty-based interpretation of gravitational scaling. It treats clocks and rulers as physical systems, shows how the adopted weak/static scaling preserves the Heisenberg uncertainty products, and connects that scaling to a damped-oscillator model. A phenomenological source law and a program of spectroscopy, clock-comparison, and resonance tests set out the research direction developed in later OQG work.
